Area Structure Plan

The Strathmore West Area Structure Plan (ASP) has been submitted to the Town of Strathmore. This is the first step in a long-term process to build new family homes and amenities for the benefit of current and future residents.

An Area Structure Plan (ASP) is a long-range planning document and is the first step in obtaining planning approval for a new community. An ASP gives direction for more detailed subsequent planning stages such as Land Use Amendment and Subdivision applications.

The proposed ASP covers approximately 346 hectares (about 854 acres), including 128 hectares (about 316 acres) of land currently within Wheatland County. To support the comprehensive planning and future development of this area, the Town of Strathmore has submitted a Notice of Intent to annex the affected portion from Wheatland County (which also supports the annexation) to the Province and is expected to be completed in late 2025 or early 2026. The annexation process is being completed by the Town of Strathmore.  

The community will offer a variety of housing types to meet the needs of Strathmore’s growing population. Over the long-term, we anticipate approximately 10,000 residents will live at Strathmore West.

The Oxbow Country Golf Course is a 9-hole course that is located at the north-central edge of the Plan Area. This golf course may be retained as part of the overall development.

Some of the wetlands within the ASP boundary will be incorporated into future neighbourhood design. Where wetlands cannot be retained, their loss will be mitigated in accordance with the Alberta Wetland Policy.

Discussion with area School Boards will continue and we anticipate the Strathmore West ASP will include a number of school sites.

The first step in construction will be grading, which could start fall of 2025 for initial phases, depending on approvals. The area will be developed in phases over many years, and it may take over a decade to fully build out. Ultimately, timing for full build out will respond to market demand and local needs.

The Strathmore West ASP was submitted to the Town on May 9, 2025. It will now go through a public circulation and technical review process. Feedback from this review will help the project team refine the plan. A public hearing is anticipated in 2025. After the ASP is approved, new land uses proposed in the plan will be put in place through future land use applications.

We anticipate that Strathmore West will be developed in up to 9 phases, starting with the southern-most parcels. The order of development is based on access to current services and what also makes the most sense within the context of the Town.

If all approvals are received for the development, lots could be available as early as January 2026.

Strathmore West is owned by the same ownership group behind the De Havilland Field aircraft manufacturing site in Wheatland County, the future home of De Havilland Aircraft of Canada.

While we anticipate a number of De Havilland Canada employees will relocate from other parts of Calgary and Canada to Strathmore West, the development will be available for anyone wishing to live in the community.
